So as a new player playing as a vampire I don't get how I'm not supposed to die when I'm not actively in the game. I'll just be sitting somewhere waiting for my AP to restore and when I come back I see someone has killed me. I see vampires have the rafter hang ability, but isn't this useless since everyone turns on the lights when they enter a building?

That is if one can actually turn on the power at a given time. If someone, say for example me, breaks down the barricades at Bruback Power Plant and shuts down power to all of Serling then flipping on the breakers in a building is useless.

Turning on the lights doesn't unhide you, it makes vamps easier to find.

Honestly hiding options and getting a feel of good hiding spots is key to survival, but death is honestly part of the game that is unavoidable
